It is also a highly useful diagnostic tool when assessing the condition of existing buildings that are candidates for restoration and retrofit. The 15 to 20 measures in the balanced scorecard had to be organization-specific and had to communicate clearly what short-term measures of operating performance were consistent with a long-term trajectory of strategic success.
But it does not work in tight building enclosures and certainly not in new houses, apartments, townhouses and row houses. These are premised on the relationship between physical phenomena and building system behavior.
